I've tried a few times to extend it further, but I've had no luck. I recall the Battle Droid being the same way when I got early samples. They maaaaaay go higher, but for fear of breaking them I haven't been able to.

The Bespin jacket, the actual costume itself, is sort of a dark ash… It isn't blue either. Kenner ****ed with us all :)
