1/6th: considerably more. Classic Rock, Blues, guitarists, vocalists. Not real interested in Metal though.

It must be a nightmare getting rights on these things.

It's not like StarWars where one contract gets you 150 characters. (Not that signing with LucasFilm is easy.) You have to deal with every family, every estate, every record label individually. Could be a nightmare.

Also, I wonder to what extent they will consider currently active musicians. (I guess KISS still tours occasionally? but not in 4 inch heels, spikes and facepaint?) Could go for a Bono maybe.

Would love a Steve Vai or Satriani, but I don't know how much appeal there is outside a limited guitar based community.

I'm a big music fan, but 1/6 figures really wouldn't get me too excited... I don't think they are as interesting as figures from movies and TV (Thats why the Spinal Tap figures are sooo aweome). But I could probably be persuaded to buy:
