Does anyone sell civilian 1:12 figures?

Probably an odd question, but does any company sell "regular" 1:12 scale people? I have an idea I want to try but I can't make it work without supporting characters and civilian attire.

They are not action figures but you can find 1:12 resin dollhouse figures like this:





A quick eBay search did find this 1:12 action figure as well in plain cloths:
