It's from the Hot Toys Crow, a load of damaged ones went up on eBay around the time it was released.

Used a bog standard 1/6 body, HT Barney Ross pants, boots and T-shirt. Painted the skull on with fabric paint and the head is from the 1/6 Revenger figure based on his look from the War Zone movie.
