Only if they give that concept art the same treatment they did Firefly's. Disco Zartan is entirely too 70's for Sideshow's uber-cool GI Joe line. And that Zartan has a butt between his chest armor and belt.

Hood, face paint, bow and quiver, chest piece, shoulder pads, leg armor. That's Zartan. All those elements together with the original color scheme FTW.
Throw in some Dreadnoks and that would make for a sick reveal at SDCC

You recently showed us a sneak peek of the head sculpt of the upcoming 12-inch Zartan figure. It looks great by the way, but it does bring two questions to mind: 1) How will Sideshow be handling his and other character’s exposed chest/abs? Destro and Gung Ho also suffer from having large amounts of their chests visible and that would seem to be a bit against Sideshow’s slightly realistic take on the GI Joe line. I mean, why wear chest armor and leave your six-pack exposed? 2) Will Sideshow attempt to recreate the infamous color-changing plastic of the original Zartan? Original Zartan figures still turn blue to this day and never seemed to suffer from mis-coloring like the recent 25th Anniversary line’s Zartan did. It certainly isn’t a deal breaker if the Master of Disguise doesn’t turn blue in the sun, but it would definitely make a nice addition to him!

Good questions – and those have been hot topics amongst the designers. Ultimately, we’ve decided to give Zartan a bit more armor and equipment, so he won’t be quite as exposed as the original figure designs. Look to our Zartan VS Flint diorama (to be announced sometime in July 2010) for a good idea of how we’re likely to interpret the character in 12-inch. Destro and Gung Ho will likely be handled in similar fashion, although both will make use of a new, beefier body. We have hopes of capturing Zartan’s color change feature in the new figure, but we still have a ways to go in R&D exploration before we can make any promises. The perma-stain green/blue coloration is something we want to avoid.
