The thing with Vader is that he’s already been made twice and there is another version coming for those who either missed the others or want another. There will for sure be more versions made but I bet he’s not a huge priority at the moment. He’s a character they can make whenever and he’ll sell.

In the last two and a half years, they'll have made three Vaders: ANH, R1 and ANH 2.0. Possible he may not be a priority at the moment because like you said, they can make him whenever and he'll sell, especially OT versions. There's no window with him like there is with figures from films that are currently out, where interest will start to wane once the film has passed.
