I ordered a pre-order item today. I forgot to add my reward points to the order. Am I able to cancel the order, and submit a new order (same day) using my points, without incurring the NRD fee? If I just placed the order today?

If it's isn't charged then you can. If it is then you need to speak to them. They will most probably sort you out.
