First of all, Loki wore his helmet for a large portion of the Avengers. He was never in full battle gear in TDW. Being a prisoner and all, he wouldn't have had cause anyway.Thor and Loki both stopped wearing their helmets after the first movie because the actors didn't like wearing them. So yeah, I definitely believe he got tired of wearing the wig and the time it took to put it on and they obliged.
Hemsworth didn't like the helmet, but for rather practical and documented reasons. The helmets cover a large portion of the face, which makes their job harder. And, this quote from Chris Hemsworth illustrates logistical issues as well.
"Secretly I think I was the biggest advocate for not having the helmet. Secretly between me and whoever is watching [laughs]. It’s just incredibly uncomfortable. The amount of times it would fall off and the bridge would be smashing me in the nose, or the wings of the helmet in one of the fight scenes was getting clipped off… it was something we had to, I think [pushes aside gesture] for the moment anyway."
I don't think it's fair to try and reduce it to "that actors were too lazy to portray the characters" when there are a lot of factors at play.
I certainly don't think that a haircut falls into the same categorization as the helmet.
