I voted Toht, but really it's propeller dude.
I never cared for Belloq as a villain. He always seemed more annoying than evil to me, even as a little kid. Plus, he's French, and when I think of French viallains I think of...

Toht has the potential for some fun accessories, and a really cool melty head. But aside from him and Mola Ram, none of the villains really have any interesting visuals.
True. Spalko looks to be a return to the more stylized serial type villain.
Toht has to come with:
Hot poker
Luger
Hanger with 'medical' bag
Hand with burned Ra symbol
Melty face
Besides his suit, trechcoat, hat and little round glasses.

Yeah, Wor-Gor's Avatar is what gave me nightmares when I saw this in theaters as a pre-teen. I watch it now and laugh.

One of the best moments in raiders is when he pulls out that intense device that looks nasty with it's rods-n-chains and....it's just a hanger for his jacket!
