The should be a strap on the back that goes up the arm and sits over the shoulder next to his neck.

there is a black strap on the shoulder piece can someone explain how this goes on the shoudler, must it go over the head?

All of the elastic straps on mine have deteroriated and will have to be replaced. Suggestions?

Elastic band from fabric store (same stuff Sideshow has used) - or ebay, lots of auctions available.

Either fabric glue cut a reglue tighter, or fully replace

Replacement is my only option, but I want to go with a non-elastic alternative. That's the suggestion I'm looking for.

I don't think a non-elastic will work as well unless you also use something like velcro or tie it. Even then, the beauty of the elastic is the constant tension. And it's cheap.

I got mine at the dollar store. Its the same stuff.
