What is water treatment?

I've heard this term used several times on the board particularly in the Joker 2.0 thread. I can't find anything that explains what it actually is or how to do it. Is it just dipping clothes in warm water then letting them dry so that they hang better on the figure.

Can anyone please help me out?

yeh, basically wetting the clothes whilst still on the figure, shaping to achieve the desired draping and allowing to dry:
