It's subjective obviously, as far as 90s, it's T2 or Matrix for me. I give Matrix the edge, but not by much.
80s has Rambo trilogy, Aliens, Indy trilogy, Mad Max2 &3, Lethal Weapon 1&2, Rocky 3 & 4, Conan, Terminator, Die Hard, Escape from New York, The Thing, Batman, Predator, and more Im sure.
I understand why a lot of people pick Die Hard, but it was never my favorite. Out of those I posted, First Blood and Predator have the most replay value in my house. Indy 1 and 2 also.Then again, I love bad action movies like Death Wish 3, Comando, Cobra, Above the Law, Kick Boxer, Blood Sport and Out for Justice. Lockup is another favorite.
That's why the 80's is so tough to choose best action -- so many great action movies in that decade, and just a ton of all-around action movies -- the likes of which we will likely never see again.
For the 90's, T2 and Matrix clearly were the two best action films bordering the decade. I give Matrix the nudge because it wasn't a sequel.

First Blood plays also as a pretty compelling drama - it feels like a "real" movie versus something that is more clearly over the top like Die Hard.
I always find it interesting in DH how they changed the villains so much from the book. The book's villains were like the ones you see in the first Dirty Harry movies - far-left socialist, anti-capitalist terrorists which were very active in the 70s - but DH switched them to eurotrash money grubbers (literally.) How very 80s.
And Hollywood has always had issues with showing leftist/socialist people as villains too.Interesting that Matrix became associated with Columbine, not because of any silly literal casual connection, but because I was amazed at just how much Matrix seemed to relish in violence, even when it didn't really need to go so far. The movie could have worked just as well with 20% of the violence seen onscreen, but maybe it was a reflection on the idea that gun violence was becoming much more prevalent in US society in that time, and has totally exploded in the two decades since. Movies can have that mirror and forward-looking effect.
If only for the "battery Aziz..." moment.

T2 and Total Recall start the 90s and Matrix ends it. I can make a solid list of 90s action movies tho, because there are enough of them, but nothing tops Matrix and T2.

It's the sequel, very underrated. Has a 95% on RT.
I forgot one of my favorites, Virtuosity, starring Denzel and Crowes as the villain. Love it. Most people never saw it or forgot about it.
Because it was horrible. Like Lawnmower Man.

I like both. It's ok to like something horrible.
What separates the 90s from the 80s is the lack of franchises. Very few movies from the 90s started a franchise.

Don't forget the ton of movies based on old TV series that inundated the 90's from Dennis the Menace to The Flintstones and on and on. The 90's was the beginnings of "The IP" -- using well-known sources as opposed to original material.
