Either way its a continuity break of not paying attention to the original so Anakin never actually wears this stuff save if you count Jake Lloyd's brief Padawan appearence in TPM or when they went back after ROTS they still failed to continue continuity.

Other than the V collar, from the neck down, the robe position and posture is identical in both of those frames. Did they just copy and paste Hayden's head onto the original stills?
 
They superimposed his head on Shaw's body. Can't believe Lucas would go through all that effort while he could have just filmed Hayden full body with his actual outfit and it probably would have looked much better.
I honestly don't mind the idea behind the change, it was just horribly executed. Same with Ian McDirmads appearance in ESB. Cool idea, horribly shot (especially from the side).

It was an afterthought. Hayden didn't even know they were going to do it. The footage of his head was outtake footage.
