3000K is just a color temperature and has nothing to with byproduct UV output of a specific bulb. That graph does show low UV for that color temp, but that does not measure a specific bulb. A low quality bulb may not have good filtering or one that may break down over time. I agree that a properly coated or shielded high quality bulb should be fine, provided you factor in the heat issue as I said before(and extra cost to run as a result too). Halogen would work for ambient room lighting fine, but I would only use them if I already had them laying around and never close to my collection for the heat factor alone.
 
That's a good question about bulbs. Could somebody tell us what bulbs are good and what bulbs are bad please?
