Actually you should ask what kind of material used to cast that head

Anyway try and get those flexible resin to play with ... find the ones with transparency and add very light skin tone dye to it. You dont need to go over the face with layers of acrylic paint but instead you want to keep that transparency look so all you need is thin layers of skin tone or pastel to give that head sculpt a make up and then seal those paints.

It's not really a new technology it's just that recently people in the 1/6th world started adopting those SFX artist approach. Transparent silicone / flexible resin materials.
