Why are these two in particular being compared anyway?

Really?! Everything I've seen her in she's been very wooden. You don't get to the top of the heap in any discipline unless you have talent. Katy is at the top of her heap and Zooey is... well, she's a long way down the B-list.

Let's just say Katy's extremely... physically talented... which accounts for most of her fame. Other people write her songs and she doesn't have the best voice. To be fair, she's got a solid work ethic to keep the whole thing going the way it has.

Zoey doesn't have the physical goods to be pure pinup material like Perry but she's an ok actress. Her trademark quirkiness doesn't go very far with me, though I appreciate the effort to establish herself as a lightweight comedic actress.

Why are these two in particular being compared anyway?

They've got similar facial structure and coloring. That's about it.

Not so sure about that... I thought she wrote much, if not all, of her lyrics, with a producer or two putting the musical meat on the bone. I don't find her sexy at all, but a gal telling me in song that she wants to see my peacock has a certain appeal.
