Initially I thought that too, but Catwoman was rubbing all over Batman as well, which tells me it was probably Burton.

Batman Returns was a darker version of the campy, 60's television show. Hated it.

not my favourite Penguin, but i do respect Burton's vision (POTA not included)… Devito fit well with Burton's continuity but personally i prefer more the "mob boss" side of the character.
