I don?t understand why they won?t when they are constantly re releasing the same marvel figure over and over.

As long as the foot's socket is compatible with a Hot Toys Truetype ball joint. If you can use the generic foot on a Truetype leg, then you can use it on this figure's leg. Should be easy to test if you have both the foot and the figure in hand - just take off the boot and see if you can stick the foot on.

If the socket is too big, you can apply nail polish to the ball joint to "thicken" it and fill in the socket. If the socket is too small, you could try shaving down the ball joint (but this is obviously an irreversible process).
