The reason I think around that figure is the amount of work. Id assume the clothing will be leather and putting those pins in his head would take awhile.

Im just guessing.

Plus it seems like their prices have gone up. The jack the ripper I got was 400

Although I do hope I'm wrong and its cheaper

I agree about the licensing, but its about the way its made. Leather clothes, all the pins in his head, all the details
