Well, Jesse Ventura apparently wants more money than Arnold for his likeness rights, and NECA has been trying to make a deal with Carl Weathers for years and it's gone nowhere. Sonny Landham was toxic, and NECA was likely uninterested while he was alive, so who knows now?
As for Bill Duke and Richard Chavis Maybe Randy Falk doesn't like Mac and Poncho and despite how much fan demand there is for them, it'll never happen as long as he's in charge. Wouldn't be the first time (see: Harrigan and Dillon).
