It's been like that for most retailers. It's not the norm at all. They and others have been getting half shipments for some reason.

Yamcha and Tenshinhan from The Figure Collection are awesome, I"m really glad I now have a good option to display with the rest. But I still want a shirtless Tenshinhan, a saiyan saga Yamcha, and our beloved Nappa.
Yeah I'm keeping HSCF Chiaotzu, it still looks good.
