everything is on the table. how powerful, how strong, how intelligent, leadership skills etc...that makes the character overall the greatest avenger. example would be hulk...sure hes strong but doesn't have leadership skills. Thor is powerful but is arrogant. Iron man has his arsenals but is a jerk etc.

There were only 5 original members, but Cap is the best recruit and overall the greatest Avenger member IMO.

If you're talking about strictly founding members, then probably Iron man.

I like Hulk the most in that list, but he's not much of an Avenger. I don't think he even knows he's part of the team...
