Updating shipping address on waitlist reservations

I'm bared from updating a wait list order online with a new address. So I call in the day before the conversion and was told by a CSR that they can't touch the order until it was converted. The order converts the next day, called in the afternoon, but I was told the order has been shipped that morning and will have to pay rerouting fee to ship to a different address.

So what's the deal here? Why do they make it extremely difficult to update an address on a wait list order?
