yeah they've been doing it for years, pretty awesome cus I've built a 18" Apocalypse, Giant Man, Sentinels, Galactus, Onslaught, Mojo, MODOK, Ultimate Green Goblin, Ronan, Ares, Terrax, Arnim Zola, Blob, Brood Queen, Fing Fan Foom, Annihilus, Red Hulk, Hit Monkey, Rocket Raccoon, what's cool is you can either choose Captain Marvel or Scarlet Witch to build either King Thor, or Odin.

Next wave is Thanos, and rumored HULKBUSTER IRONMAN for wave 3.

I have an older Legends figure - Hulk (not that Avenger's one you pictured). I think I do remember it having an arm or something in it. I never opened it though. Left it boxed up. I never got into the line, but the sheer amount is impressive.

Got my Red Hulk EX today. and just my luck the EX head has a splotch of paint on his teeth. and its glued stuck. bummed out but I emailed SS so hoping they have another head.

I'd try that first. I don't know if I'd go the white out route. I'd just ask for a replacement and go from there. That would definitely bug me as well.
