Whatever the merits of the movie, that one scene certainly entered the public consciousness at the time and has hung around there ever since. You only have to look at the number of times it's been parodied over the years. From the same sort of time period, probably only the Silence Of The Lambs...

Never realised a Raylan figure was in the offing. Would be a definite purchase for me. Really liked the show (especially the second season with the Bennett's).

Did you buy the first Vega figure from CK? Maybe I'm misunderstanding it, but the pre-order email makes it sound like the sculpt is only available as an upgrade to those who purchased the full figure first time around?
