This is what I was talking about a couple days ago. The merchandise coming out is showing the armor on top of the inner robe. Out of the context of the film, this seems like a huge visual continuity error.

But it's not a continuity error as it's a prequel to ANH so maybe we'll see vaders armor change back to 'under the robes' towards the films climax? I think we're in for a few surprises in rogue one...

I would agree, being that in ANH the tunic was obviously over the armor. So ostensibly he must have had it over the armor all prior to this. However, it also depends on how much before ANH Rogue One will take place. If within the span of 3-4 years (ANH-RotJ) he was able to switch from the tunic being over the armor to under the armor, I'm sure he had an ample amount of time to be able to switch from the tunic being under the armor in Rogue One to over the armor by the time ANH came around.

OR (yes, I will go there with the "dreaded" PT for most people), his appearance at the end of RotS showed him with the tunic under the armor, so perhaps it's depicting that he actually had it that way the entire time up until Rogue One. As another poster mentioned, perhaps it will show him at the end of Rogue One with the tunic over the armor, thus setting up his look for ANH. Even though most people unfortunately detest the PT, it's still part of the SW canon and as far as what we've seen visually, there technically would not be a continuity error.

Maybe his personal preferred look is actually having his armor over the tunic, but the armor perhaps gets damaged a bit in Rogue One and he opts to temporarily wear the tunic over the armor to hide the damage until he gets a new armor piece. Would also explain why it looked so brand new and shiny in ESB and RotJ.
 
I really hope it's explained in some neat way.

The director is a big SW fan, and has a visual effects background so you would think he has a keen eye for these sorts of details.

We will have to wait and see.

Yeah, just before he boards the star destroyer seen in ANH he goes to the restroom, and he's in a hurry to make it so forgets to tuck in his inner cape properly. He doesn't notice until he's drifting in space in his TIE fighter after the Death Star blows up.
 
FYI, end of Episode III, his inner tunic was under the shoulder armor. Since Rogue One is taken place between episode III and IV, it can be either way.

Rogue One is supposed to end 10 minutes before ANH starts.

He runs to the restroom, emerges less than ten minutes later to board the Star Destroyer.:dunno

But look at him - he's shackled and has no control over his look. It's like he'd been dressed by his Dad.

If you look closely he also has a trail of inter-galactic toilet paper stuck to his boot!

Actually if you save the picture and zoom in on it the robes are over his armor and he has the proper gloves. I always wondered why they gave vader the Empire gloves in Episode 3 and how he had his neck armor put on since when the show the helmet being lowered it was not originally on him. I just hope the armor and suit don't look brand new in the movie since it is so close to the original Star Wars movie. I like the warrior that has been around for awhile to strike fear into his enemies aspect of Vader. Either way I am excited to see Vader on the big screen again. Hope the movie is good

Im actually hoping he make his first appearance in the movie clean and shiny. Then during the climactic finale, he gets down and dirty, thus leading to the aggravated Vader we see during his first scenes in anh
