I've been noticing that the shirt collar doesn't close correctly.
Can you sand the neck down so it's slimer?

No. Well...you COULD...but that doesnt mean you should...

Can someone tell me what kind of paint there using to do the repaints? Also where can I pick some up at?

Wal-Mart. Cheap acrylics.
Depending how you want to display your Joker, I guess you could sand the neck down at the back a bit, though I don't think it would look that great. Modifying the shirt (cut it open in the back) would be a lot less risky though IMO.

Right on thanks man.
Who done that last time... I thought it looked tacky, just knowing it's been snipped and it being so easy to fray would bug me if I done that.
Plus then you can no longer do side shot or behind photos.As this is the reason why I wouldn't attempt any mods on any of the figs, the thought of ruining a figure so expensive as that. But thats just me.

Yeah, I wouldn't do it either because of those reasons, but as I said, it would be an option, especially if you know that you'll only ever want to display him looking to the front. Also, it isn't that expensive to track down another shirt (maybe $20 at the most?) if you really do mess it up.
I just went the easy route though and ordered a custom shirt from BillyB.

AAAWWW My Joker broke!!!
I was taking off his coat (V1) and I was removing his hand and one came off ok and then the next on broke
dose anybodys know if another hot toys fingers have the same peg??? or is it just the joker that has that peg???

I've read that Hot Toys sends replacements of these if you email them about the damage, best with a pic included. The email address should be somewhere on their site.

Like agonistes said you can email Hot Toy's to replace it, but fortunately the Joker uses regular hand pegs so you should be able to pick the pegs up easily on Ebay if you don't want to wait for Hot Toy's.

Hmm...I dont really like it. It looks too much like paint, rather then make-up...
