It's not quite what you are looking for, but at Good Stuff ( www.goodstufftogo.net ) they have a police badge. Look under ProjectARE for the Law Enforcement Neck Badge. I have a couple of these, and they look pretty nice. You could probably mod it for use on a uniform.
