Hmmmm...now that you mention it...Amber looks smaller than Baby to me.

They are at slightly different scale. The statues are both 18" head to toe but Amber is wearing a hat. In the movie BD is shorter though.

I think GG is going for a uniform 18" for all the girls, irrespective of the actresses actual heights in real life.
In their descriptions on GG website they are advertised as 18" rather than 1/4.
