Sculpting hair onto a Matt Smith 7b head

Hi - I have a spare Matt Smith 7b head which I would like to customise so the hair looks more like a Series 5 Eleventh Doctor. I wondered if anyone had any tips on what materials I should use to sculpt hair? My default material for this kind of thing (from the days when I customised 5" figures) is milliput but if anyone has any other suggestions for materials - or advice/ tutorials on technique - I'd be glad to hear them. I'm in the UK so would appreciate advice about materials that are available here. I'm also open to the idea of using 'real' hair. Thanks!
