Painting clothes - advice

Can a dark blue coat (https://www.ebay.com/itm/1-6-ART-FIGURES-009-SIN-CITY-POLICE-009-BLUE-DUST-COAT-US-SELLER-/261118883586?pt=US_Action_Figures&hash=item3ccbe5f702 be painted black? If yes, how is this done?

You would be better of buying a small good quality dye. But if that is not an option, soak it in water and use the paint so it does not go crusty

There are specific paints known as fabric paints. I would try using rit or other quality dye first. It may or may not take depending on the fabric type. Most synthetic threads will not take dye and be touched up using the fabric paint.
