How to take care of light color cloths?

Just now decided to clean up my detolf, noticed the figure wearing a white cloth cape has brown spots on it, i had this problem on another figure stored in the box for many years too, similar brown spots.

Now i'm not sure what causes the spot actually, whether it's mold, foxing, or something else, took it out for a wash, used Grandma's Secret Spot remover, & brushed the cloth, spent like half an hour doing it, not much help, maybe it's 20% less brownish but spots still there.

So anyone have any idea what causes the spots, and any easy way to remove them? I've heard some folks tried Oxyclean, Bleach, Sunlight but non seems to be a surefire way.
 
Probably moisture/damp. Some sort of dehumidifier crystals may help.

I put some in my wardrobe, it's against an external wall, after noticing a damp smell. The amount of water it collected was shocking.

Can't help you with removing the stains.
