Frozen HT WS Metal Arm

Took my WS (from Captain America: WS) out of the box for the first time in a while. The arm is frozen at the elbow joint - i'm unable to bend. any suggestions on how to fix? Was thinking a hair dryer but wasn't sure if that would affect the chrome paint

If you don't want to try the hair dryer maybe hot water. Gently move it back and forth after the arm softens a bit.
