What's the deal with this seller? anyone else feel like they may have been screwed?

a couple months back he said he had the item in stock and would send me a tracking number. the tracking number nacre came. I asked and he said he'd get it sorted. again... he said he'd sort it. months passed and nothing. and now he blatantly ignores me.
