Crazy Flooding in the Northeast

I'm in South Central Pennsylvania (Harrisburg) and in my 34.8 years I don't recall the water getting as high as it is and its suppose to get higher. The Susquehanna River is suppose to crest Saturday morning at 28.5 feet. Flood stage for the river is 17 feet to give you an idea how high it is. Evactuations all of the place, sinkholes are forming on roads, I think I read a road collapsed somewhere in Hershey (where you get your candy) It suppose to be the third highest on record (may get 2nd highest) level ever.

It's interesting to me that flooding happens every year, yet no one has found a way to deal with, or better yet, take advantage of it.
 
Here's a video from a highway about 20 mins away from me...some idiot water tubing down a flooded street. Video was shot about an hour ago.
