'newbies' can't post in the For Section until they meet minimum access requirements and then each new member has to ask to be allowed in, it is not given automatically. Once you ask for it, your status is reviewed and then access is either given or denied.

The WTB section is different however and new members can post in there listing things they want to buy, they just can't post things for sale is all.
