App or program to design own backdrops for detolf?

Hello, can anyone point me in the right direction of how to design backdrops for my detolf?, any Windows program I can use?
Have a few ideas but not sure of how I can go about making my own.
Any help would be appreciated

I myself use Paint Shop Pro since I have been using it since I was a kid. From there, I usually send it off to a printing company to print professionally, as I only have an inkjet printer.

Mostly I take screengrabs from Blu-Rays of movies and then tweak in the software, or crop/clean it up if needed.

Really want to make quite a simple one first for my 66 Batman and Robin figures. Just a bright pink background with batman logo on it saying "in colour", a sit did at the beginning of each episode of the tv series.
