Any tips on how to paint rooted hair of female head sculpts?

Can I use permanent fabric paint on any rooted hair of a female head sculpt? This will be my first attempt to paint hair on a head sculpt and need the right prep. before I even start.

Why? The color gets on everything else?

You want to apply paint to rooted hair? To.... what, change the colour? It's just gonna make it clump and stick together. It's gonna look awful.

I've been told sharpie markers are great for coloring rooted hair -- and also told not to do it, it's terrible, and rubs right off.
(I have not tried any of this)
