I'm no expert but I'm pretty sure War Machine doesn't use an arc reactor for its power, plus it looks just like that in the film...
It say's 41 cm (16 inches) on Enterbay’s website. That's about right for 1/4 scale, Bruce was 5'7" which would be about 17 inches in 1/4 scale if standing up straight.
