What you are not seeing is that he drops the opacity of the photo and then brings it back in for details like eyes and lips.

I would still call these photo doctoring rather than illustration. But if that's your thing then fair enough.

The art should dictate the photo you decide to use for reference rather than the photo dictating what you paint. This is the photographers vision of beauty not the artist who painted over the photographer's work.

I am delighted with the reception this is getting as this is me upping my game. ie there is a vast difference between the level of the rendering on this and my last space girl from 2 years ago.
Of course the problem now is keeping the standard up. Stay tuned for my Polar Princess to see if I can do it again.
