Which paint to use? Please Help

I've tried several times to paint a Sideshow Storm shadow head. With no success. I'm turning the head into a Deadshot head. I've tried acrylic and enamel paint. I tried brushes and airbrush. No matter the clear coat or the amount of time I let it set.... it peals off when I touch it. Any help would be appreciated

Use flat Apple acrylics from wally world.

Is the paint cracking or bubbling? Or is it simply rubbing off. Tamiya primer is the best IMO. I would strip it and start from scratch. Wash it really well, then at least 1-2 coats of Tamiya thin primer. I use Americana acrylic paints but the ones mentioned above are probably similar. Then seal it either with Testors Dullcoat or a matte varnish.
 
And if none of that works you might try the following before and after primer . . .
