The problem the movies got into, in my opinion, was they had too many villains in them. Catwoman and Penguin in Returns, Riddler and Two-Face in Forever, and Ivy and Freeze (and in the background Bane, which would have made a nice story all by himself) in B&R. They tore through villains too...
