There are various reasons but think about this, if they did the base with a big magnet and there were a ton of these boxed up and on a boat or a plane being shipped somewhere, that magnetic strength could be potentially dangerous. Also, the bigger the magnet the more expensive it is to produce them. Also countries, such as Australia, have various laws about magnets inside products such aa these. Large magnets are only really used in industrial equipment.

Another neat detail they added is the wet/raining down effect inside the Bat signal glass.

Are magnets super expensive or something? Why can’t they just put a big one inside the base? No need for that convoluted railway system.

Yea I've been thinking about the magnets as well. I don't believe magnets are really expensive but I think they came to a conclusion that not putting magnets on the entire base is a good cost cutting measure as apposed to more essential things like paint and materials.

Also weight is probably a factor, a big magnet in every package would add up in the total weight. They probably consider these things for shipping, especially overseas.

This is all a hunch of course, but it is funny how they rather spend time to design a base with super elaborate movable magnets than just pay for bigger magnets.
 
This figure looks amazing, but I have my order for the Hot Toys version locked in at PopCultcha and they don’t accept cancellations. Bummer.
