That's pretty old and MToys is notorious for not coming through with many of their POs. Their red shirt/silver Jared Leto Joker was up for PO also that and never came out nor do I think their school uniform Tom Holland Peter Parker. I think they really only released their TDKR Bane figures and a comic styled TwoFace.

So there is no chance of the MToys Joker releasing? That's a shame with all the Mars ones now selling above retail.
There's always a chance, but they just don't have a good track record with being on time. Right now, it's been about a year and half since the MToys Museum Joker went up for PO. Not terribly bad of a delay, but they also had a mime Joker DX14 KO that has yet to release as well that was put up around the same time as the Cyber-X mime Joker.
