OK, finally someone makes perfect sense. So his juvie job gave him access to weather balloons, good. And he had specific guys targeted, good, so he wasn't just ballooning random people. Yes, the story is getting to me now.

I forgot to mention he got the balloons from some out of business warehouse that used to run air balloons or some ****, I forget. This is why I love watching seasons in a week on dvd lol.
