What is the ONE license?

What is the ONE license that, were it made, would satisfy you to not ask for another. Thats not to say you'd be done collecting, but your need to petition would be filled.
This can't be something that has already been made by a company and two or more figures made from or that is already scheduled to be forthcoming.
For me, right now, it would be "V".
