I asked the same thing in the Anakin thread last week or so. A man who goes by T-Squared on here replied that he would do it for $30. I PM'ed him and he showed me pics of his work. I was really impressed. The pics weren't of Anakin they were of Indiana Jones and somebody else (can't remember) but you can tell he has major skills. He can do it.
I haven't gotten my Anakin figure yet but when I do I'm gonna have him paint his eyes. Here's a link to his profile. Send him a PM and you can work out the details.
