Do people “buy” stuff on Amazon, never take delivery, jack up the price, then let Amazon ship the stuff for them?

That second set of Vintage Star Wars black series figures went up on Amazon yesterday. But they sold out in minutes and now there’s sellers on Amazon with 20 of each figure and they’re asking 3x the price and the orders are fulfilled by Amazon. How does that work?
 
I really dont think they dont take delivery. To sell on amazon you have to provide the tracking number or you get an infraction. so the tracking numbers have to be put (Even by amazon) for the orders to be fulfilled as far as i know
I dont know how amazon would sell stuff but not send it, specially when your own store items might be stored in a different place. those warehouses are huge.
