What movie is this from? And anyone know what brand that jacket is with the gold leaf detail?

It's from a Japanese movie called Crows Zero, medicom did some figures of the movie including this character, but this will be a nice upgrade I think.

With a name like TITtoys I expected something else.

It was probably incredibly difficult to do this, the work of a master. I remember how in my free time I made figures from clay myself.
