Yep, originally he's just like any other police "SCOUT" droid. The only difference between him and all the other ones at that point was his orange ear.

Love his weapon. Big fan of the Galil AR.
Most people will say no, but it was very good.
It does share elements with Short Circuit but "feels" more like RoboCop.
